You're talking about an army entirely dependent on the US for pretty much everything. Even the "iron dome" that they're so proud of was entirely based on a US-created system and the US provides ammo for it. Without the US supplying, training and funding their military they would be absolutely nothing.
And note that their enemies are overwhelmingly poorly trained and equipped conscripts or Arab militia. They have never gone up against a well-armed and trained enemy in an all-out war. Hezbollah in 2006 was armed and trained by Iran with some help from Russia and they beat Israel.
So yeah, they're not that impressive in the grand scheme of things. I lol when I hear them pretend they could take on Turkey or Iran.

Yes and no. The way the USSR equipped countries was basically dependent on how close they saw them to the USSR itself. The best equipment went to the Red Army itself. Then came a lower tier of weapons that went to the Warsaw Pact countries (in other words, Poland got worse stuff). Then below that were "strategic allies." India, China, and ultimately the Arab armies, which got the absolute worst shit. The reason the Arab armies got such bad equipment was because 1) they weren't viewed as particularly capable and 2) because they weren't willing to pay much for it. The Israelis would also certainly capture some of the equipment so the USSR only gave them older stuff they didn't mind getting captured. As for training, the USSR trained some local Arab officers who would then be required to train their armies. If you know how Arab Armies choose their officers (primarily nepotism) you would see how that training rarely trickled down the way it was supposed to. Also, Arab armies are structured so that there's a small professional army (usually their "Republican Guard") and a large conscript army. In many cases the conscript army is what gets sent to fight Israel with the real army held back in reserve.

The nature of warfare has also changed. Look at Russia and Ukraine as well. Defensive weapons have gotten very good. You can kill very expensive tanks with very cheap missiles and drones. Because armor has been the way advanced armies move forward, there hasn't really been a path to overcome that new reality that doesn't involve a ton of casualties (which pretty much no modern army is willing to stomach, but especially not Israel's with their tiny population).

the IDF's biggest weaknesses, by far, are (1) its unwillingness to absorb casualties or POWs (israel traded 1000 muslims for gilad shalit) and (2) its political inability to cause actual ethnic cleansing due to political fallout (i don't mean this to promote ethnic cleansing, merely to point out that israel does not have the political strength to permanently end the conflict via military means)
other than that its soldiers are mediocre, its air force is strong, its sea force is total garbage except for a couple of nuclear subs, its anti-air is not very good, its missile technology is not very good. mossad has traditionally been quite excellent but even that is a little more questionable now after their assets epstein and ghislaine maxwell were destroyed
