a strange mishmash of family drama, eastern pop-mysticism, science-fiction, crime vigilante fantasy, urban noir, and puppeteering. the rat/father character spends half the film chained to a wall being abused by his captors while delivering the occasional wise apothegm to teen delinquents.

it's not a good film, but the whole conception and execution is so goddamned strange that it's kind of interesting to watch in hindsight. most of the film is extremely dark in terms of lighting and setting, with noir-homage camera angles as characters skitter through the sewers or bare corridors. i assume that the look of the film was influenced a lot by the tim burton batman movie which had been released the previous year.

I was oblivious to it as a kid, but honestly the craziest thing is that the whole thing just happens to take place in New York City. Shredder and Splinter have a shared past in Japan, but there's no connection to them both being in New York City; Splinter as a mutated rat just randomly chose it as a place to live and also Shredder as a crime lord just thought it was a great place to do his own thing. It's just a kooky coincidence that they both randomly decided to move 7,000 miles to the same city. Also: I understand Shredder can just book a plane ticket, but logistically speaking how does a mutated rat get from Japan to New York City

Watch the Netflix “Toys that made us” about TMNT, if you haven’t. They talk about how the movie was made totally unsupervised and my a guy who had no experience with such a thing and how everyone was horrified at the initial internal viewing. They did not expect it to be the hit of the summer.

there was a kind of 1989-1991 'dark' comic book aesthetic. the aborted Punisher movie from 1989, Total Recall, Robocop 2, all fit into that same pre-CGI grainy TMNT look.
