Because when Japan occupied Korea it trained an entire generation of Koreans to work in factories using Japanese methods, and it created an entirely new army staffed with Koreans but trained by Japan. After the war, ALL of these people chose communism and ALL of them stayed loyal to Kim Il Sung.

South Korea got all the people who only ever worked in sweatshops making underwear and socks, and who couldn't fight for SHIT. Read any account from that era and they'll tell you the South Koreans were the worst soldiers any man has seen, only useful for sending into the field to draw fire.
