To answer your question: none of what was happening at WIV would have required CIA involvement at all. It only required NIH (for the scientific expertise) and DoD (contracting/secrecy). I actually think it would be hard to bring CIA (and DoD) on board with COVID fraud, because neither has an incentive to support it. It's hard to tell career govt officials to do something that is only bad for America. When they do drug deals and Epstein stuff, it's always in service of some "counter terrorism" mission or something.
