The various factions within the Pentagon will have their own preferred candidates, The two armed services committees have theirs, and sometimes the POTUS will have a strong desire for a specific candidate but typically not.
Usually you end up with a compromise candidate that wasn't anyone's first choice but also not their last. |

Technically the POTUS nominates the person but typically for most positions POTUS nominates whoever the Pentagon tells him to nominate. The political infighting and jockeying for these positions can be quite shocking. |
