TBF the process for naming 4-star military leaders doesn't typically go like that. The various factions within the Pentagon will have their own preferred candidates, The two armed services committees have theirs, and sometimes the POTUS will have a strong desire for a specific candidate but typically not.
Usually you end up with a compromise candidate that wasn't anyone's first choice but also not their last.
