Waiting until then serves two strategic goals:
First, Trump will announce his VP pick right before, or at, at the RNC. Biden dropping out right after that will cut TRUMP's news cycle short and take the attention off of Trump's VP pick and momentum after the RNC.
Second, the RNC will be spent attacking Biden. When Biden pulls out, it will render all that void.
