They haven't made the playoffs in 7 years

During those 7 years though, they earned many top-5 lottery draft picks. As a result they have young core of elite forwards, solid depth, elite top 4 D (the 3rd pairing defence is shaky still howewver), and have just traded for Vezina-winning goaltender Linus Ullmark.

Last year, Ottawa was dead last in all goaltending statistics. If they had received even league-average goaltending, they likely would have made the playoffs. In theory, the addition of Ullmark alone should provide a significant enough boost to push them into playoff contention.

they definitely could, then. i was a capitals fan growing up and remember goign to see them in the 90s when they were just SPS. petr bondra was 180 but that was it. then they had a few good fighters like dale hunter. (side note - i lived in a town called bowie close to where they practiced, and a lot of caps lived near me. including dale hunter, he lived in a subdivision near my friend. nice houses, but they cost like $200k back in the 90s, nothing fancy).

i was there when the ill-fated jagr acquisition happened, then when they got rid of him for draft picks. then the rebuilding. and i was there for many painful seasons when they'd get bounced in round 1, 2, or even 3 of the playoffs when they were favored to take it all. and i was there in 2018 when they finally took the cup. i was high as a kite on coke, but i was there.
