If you're part of a layoff with many other people, their offer probably close to "take it or leave it." They're probably not considering bespoke packages for individuals. The only real way to change that is to decline the severance agreement and write a demand letter, if you have a colorable claim.

I've done a lot of these from the employer side of things (that's the worst part about senior positions to me, because it's almost always management's fault, but they almost always skate free). And this is generally right for meaningful changes if you haven't complained about a coworker, supervisor, member of management, or had some other shit crop up (personal data being made accessible to others, reports of unsafe work practices, awareness of major skeletons, etc.)
But there's no harm in asking for a few extra weeks, release from non-compete (if subject to one that would make finding work difficult, vacation payout if not in a jurisdiction that requires it, etc.)

if you didn't take the right steps to setup your employer for a wrongful termination, there's not much you can 'negotiate'
not sure what state you're in, but in california, if you haven't received any communication, formal or informal, that you're being terminated, you need to create a 'protected act' situation asap. that buys you at least a few months where you're hoping they term you and you can raise the claim against the company. if you have good prior performance reviews, etc, pdf all of that and it makes your case extremely strong.
