That's 99.28% of the difficulty in making nukes. Once you have the material, making the bomb takes two weeks TOPS. That means if they haven't made a bomb it's because they don't want to. They would probably rather sell enriched uranium, since its easier to transport and worth more money than all the oil they burned to generate the electricity they used to enrich the uranium.
