The most convincing theory about the Mueller Report is that Mueller and his team of zealots knew almost instantly that there was no evidence of collusion and that they were focused from the outset on creating a case of obstruction.
Recall that 100% of the crimes Mueller pinned on Americans about Russia were process crimes deliberately set up by the Muller team. (The Manafort crimes were old matters unrelated to collusion.)
The Mueller Team wanted to stretch things out so that they could provoke Trump into obstruction. Delay was part of the entrapment. Never mind that they were fucking with a sitting POTUS and tearing the country apart and inducing the media to shit away their credibility.
In the end, the theory of collusion was that Trump was adamantly denying collusion had taken place and insisting that the Mueller Team was stalling and chasing a phantom case of collusion. In other words, the obstruction theory was that Trump was correct and was resisting falsehoods.
