The theory is that if you say enough mean things about a person or group, it will eventually inspire some wacko to commit violence against that person or group. Therefore such mean speech is terrorism and should be punishable.

I would argue it’s not stochastic at all but rather a chaotic deterministic system. Memes created on xo and elsewhere become attractor basins that create predictable structure in higher phase space. Every meme we create here is discovered within the noosphere and destined to stick in the mind of the youth and they act on those ideas. You might say xo shitposting is not “terrorism” at all but what the establishment might call “corrupting the youth” and “introducing strange new gods”. It’s no surprise that they tried to force meme the stochastic argument
