This is really some crazy shit. Canadians have something like the equivalent of Sovereign Citizens. These people seem to believe that Canada was conceived of as being part of the same revolutionary movement that preceded the US war for independence, and they seem to think they are reviving this tradition by calling Canada to adopt a Constitution with a Bill of Rights. One of them is sending me some incredible links to old books where Canadians in the 19th century talked about this.
