It was fun language for the coked up corporate raiding 80s that wanted to destroy every obstacle, real or perceived, to world domination, but the USSR, particularly with Gorbachev, wanted to work with the US but every time they extended a hand, the US double crossed them and did something behind their back.
If Russia is a monster, it's a monster we played a large part in creating. Now they're partnering with China. We had decades to normalize things with Russia, instead we pursued everything we said we would not and Russia had no choice but to turn its heart to stone against us.
