I've literally never seen an American youtuber who makes videos about speaking German who was C2. This Australian polyglot girl seems to have made it, but she's very talented:

It's the culture I most relate to. To give one example, I'm a huge fiscal conservative, and there's no one in politics in America who is. In Germany, even the leftist parties are fiscally conservative by American standards.
Plus, the society in general just works better- it's nice to watch the nightly news in German and see a society that isn't a basket case where everyone hates each other.
A final bonus is my grandma is German and my summer visits to her as a kid gave me a good accent. Didn't learn many words, but my mouth learned how to do things like pronounce the German "R."

Germany's version of welfare is called Hartz IV, and it's not at all generous.
Germans don't like the refugees, but it's enormously expensive to deport someone back to Syria or whatever, and they have legal due process rights under international refugee treaties and the like. And many of them will just come back if deported.
There's really not an easy answer to some completely desperate person showing up in your country.
