As someone above me mentioned, Rome didn’t fall until a few centuries after Paul. The cracks were there around the time he was writing, though. I read somewhere a few months ago that alcohol consumption in Rome likely peaked around the time Paul was traveling and writing… I forget how the author of that piece reached his/her conclusion.
