Chicago starting the late 50s / early 60s started to accumulate large populations of low socioeconomic non-working blacks in various geographic areas around the city. (There were plenty of blacks before this but they tended to be decent and had jobs -- Chicago was a great middle class city for black families in the first half of the 20th c.) We can talk the reasons for why this happened if you're interested.
This triggered white flight from the city. It also made many areas of the city, even "good" ones, pretty dangerous by the late-70s / early-80s (coincident with the general urban decay phenomenon that was happening in the country). Rich Daley came in as the mayor in the late-80s (he was the son of another Rich Daley mayor) and acted like a king for 20+ years and got the city's shit together through a multi-factor strategy that included tough policing and urban renewal. He was helped a lot in this by having two awesome bros in the Cook County state's attorney position -- first Jack O'Malley and then Dick Devine. None of them fucked around. Chicago experienced an urban renewal. And when Rahm took over ~2010, he basically continued Daley's approach which worked great.
The 1+2+3 combination of COVID + Kim Foxx (current county attorney who thinks laws are racist) + Lori Lightfoot (a no-nothing) has unleashed forces that Daley and co. had worked for decades to contain and control. The environment of the city in COVID especially accelerated things because blacks from all around the city realized within the first couple months (as they rioted and looted under cover of BLM protests) that they were essentially in a lawless environment in the sense that they could do whatever the fuck they wanted without suffering serious consequence. |

Ten, even five years ago, when you'd see a report about violence in Chicago e.g., on Fox News you'd brush it off because they were reporting on a shooting in Austen or Humboldt Park (some very bad areas of the city) -- the view was that this shit was isolated and contained just like it had been under Daley. But the sense on the ground is that it's getting bad even in traditionally safe places now and you can see the start of the cycle where the sort of people you want to have invested in the city lose confidence in it until it spirals. A huge proportion of all air, rail, and truck traffic in the U.S. passes through Chicago. That means that if your goal is to ship drugs cheaply to anywhere in the U.S., it is extremely advantageous to have a foothold in Chicago.
I read an article about this a while back. It said that the reason El Chapo became the biggest drug kingpin in the world was because he figured out that your profit margin was much higher if you routed all your drugs through Chicago rather than trying to build a huge network of different smuggling routes. If you look at the crime rate in Chicago, it began to rise at the same time as the opioid epidemic began, with a big spike around the time that El Chapo consolidated control of the Sinaloa cartel. A huge quantity of drugs were passing through Chicago, and whatever gangs/other criminal elements that controlled that trade were becoming fabulously wealthy. That created a strong incentive for gangs to become more ruthless and try to eliminate the competition.
