If you're referring to French cuisine (e.g., frog legs, snails, pigeon, etc.) then I'd be inclined to agree with you.
However, I think the French almost undoubtedly have the best food culture in the world. There's a reason Paris is home to more Michelin-starred restaurants than perhaps any other locale in the world not named Japan, and it's not due to the Michelin French bias. French chefs are constantly pushing gastronomic boundaries and making waves in the cities where they set up shop. Generally, they also seem to take more pride in their food, as evidenced by the plating of a standard dish that you'd get at a typical restaurant. Every dish looks like art. That's not the status quo anywhere except the fanciest restaurants in any country.
