I see no reason this would change if there was no federal government to deal with and only state & local gov., although I assume black groups would push to ensure that state gov. continued to fund things like Title I which provide a lot of jobs, etc. etc.

Way too much critical infrastructure of tech, logistics and military on the west coast that east coast can’t do without or outsource to another country and plains states (MT, WY, ID, ND, SD, NE, KS plus Alaska) need to be the bread basket and energy sector. It would end up with a scenario where everyone from these remnant are country states would be like Alaska on UBI to reflect their unique contributions and desire to live a non coastal life. Then the 80+% of US GDP remaining on the coasts pays for universal health care et al. Added bonus for shitlibistan would be that border policy would have to get super tough to keep southerners out. Might need to devise a guest worker system but needless to say all southerners would be microchipped like dogs, not allowed to carry weapons, attend schools/college, and would have to go to separate facilities (eg hospitals) to ensure they don’t try to avail themselves of shitlibistan’s far more generous welfare state.
