IMHO Garland, who seems to have proven himself a died-in-the-wool leftist maniac (I don't care that he had eGOP friends), and also very smart, might have really made an impact on the court. It's not about votes - any idiot can just vote left team or right team every time and rely on clerks to make it sound smart - but you see how justices can really shape the court over time. Obviously Thomas has massively persuaded the conservative justices to agree (or at least acquiesce) with his legal philosophy, and this term you see what a difference Thomas has made on a historical level for the country.

Kagan has the potential to do this, unclear if she'll get the chance. Sotomayor isn't changing any minds, and if Jackson is going to be pushing this "I don't know what a woman is" schtick it doesn't look like she's moving the needle much either (only time will tell). Roberts is smart but has no backbone so he's just a ribbon in the wind.

Garland appears both smart and viciously leftist, he could have made some progress for team Satan. Keeping him off the Court has to be one of the great political victories the conservative wing of US politics has ever scored.

they didn't do it because they don't really want to. and because it would cost too much political capital. obama's biggest accomplishment was the aca, which 90% of people don't even know what it does and didn't move the needle at all on their healthcare.
