Multiple factors, but I think there are four big ones.
Biden was roundedly mocked for saying he would work with Congress to get legislation done. He just pulled off gun reform, a climate change (inflation, lol) bill, and a semiconductor bill that is touted as a national security bill. Two of those were bipartisan and no one expected a gun bill to pass. People like winners. And he’s started to stay low key on shitlib stuff like cutting off tits and penises.
Kids keep getting shot. Gee, wonder why dads are moving.
Republicans are up to the same stupid shit that caused enough Republicans to vote out Trump.
Roe. The numbers were always very clear that the vast majority of the country does not want to ban abortion in all cases. But the actual horror stories are starting to happen and state legislatures are going with the most draconian legislation possible. Dem women are fucking fired up. The Kansas blowout should really scare republicans.
Other factors: consumers still doing fine other than inflation - economic worries still high but down from high, new maps add a lot of uncertainty (particularly if you just pissed off women), and Trump in the news ain’t helping.

Abortion is more popular than the right realized and it appears at least popular enough to get the left to maybe turnout at 2020 levels.
Inflation has leveled off and people have also otherwise gotten used to it. Gas has come back to earth and the stock market rebounded, so people are thinking about social wedge issues again.
Republicans are still in a decent spot because Biden is such a non-entity it’s hard to imagine the left coming out to vote in large numbers come November, but scaring them with random red states doing total abortion bans without exceptions is one way to test that theory.
I think Dems hold onto the senate and maybe even gain a seat but house flips (barely).

A lot of it is just random noise. Polling numbers vary and national moods change, and we are projecting white-noise as a meaningful shift in momentum (right now towards the dems, but the same thing was probably happening a couple months ago towards the republicans).
The overturning of Roe seemed like it was the impetus for a certain amount of momentum swing back towards the Democrats. People don’t like the idea of personal freedoms they have been exercising (or living with) being legislated away. The overturning of Roe and the subsequent talk by Republicans about national bans and zero-exception state bans made the Republicans look like tyrants, when their primary draw before was that the democrats where the tyrannical party.
Overton window shift as well as people rejoice that their gasoline is cheaper than it was two months ago, even though it’s far more expensive than it was a year ago.

The vast majority of US voters are making far less than that.
I can promise you that the truly statistically average American -- the one living paycheck to paycheck on $40,000/year or whatever -- is not "rejoicing" in anything that has to do with gasoline at the moment even if it's "gone down" from $4.50 to $3.90 or whatever.
