for each individual PM. They say they've been keeping records since the 18th century, but then they say the only records that really count only go back to the early 20th century. At some point kings decided they needed this outsider to be their "secular" agent, and they'd delegate a bunch of kingly power to this dude. Then it became more of a talent show for the monarch and it became increasingly competitive on or around WWI
