It's full of shady Asians who have mysterious money coming out the wazoo. They like to pave their front yards and overfill their garbage cans so rats can infiltrate the streets. This teeming shithole looks like downtown Shanghai. Heck, in the capital cities of Asia, there are at least tourists from Europe and North America around.
