yes you can. you use your legs for like 80%. you might as well say you "can't lift anything over 10lbs" after upper body.
unless you're body building and 1RMing until absolute exhaustion, which you aren't because then you wouldn't be asking this question (or purchasing an elliptical), you can certainly do rowing after doing upper body.
regardless, my point stands: you don't need multiple cardio machines. you should be riding a bike or jogging for cardio anyway and only using a machine when the weather is unseasonable anyway.

An elliptical is kind of complicated and I would imagine could break down, I would want a solidly made one.
I just checked facebook marketplace - a nordictrack elliptical, which I assume is pretty good, goes for like $350-1000 - here is a commercial grade one for $750 https://atlanta.craigslist.org/atl/hab/d/atlanta-nordictrack-elliptical/7760675591.html
Ive had to take my versaclimber apart a few times for repairs that i did myself.
Also my dad bought some $100 ripoff "climbing cardio machine" after I raved about the versaclimber and it is a complete piece of crap and you feel like you are about to fall over all the time

Yes, the cheap ones are shit and you will definitely notice a difference. In my experience they affected the quality of my workouts but perhaps you would have a different take. If you are going to get an elliptical and/or treadmill, get a good one.
I will also offer that I think you should choose one or the other but, hey, it's not my money.
