Chicago. While always an excellent school, back in the 1990s it was for the bright but quirky nerdish kids who wouldn't make the cut at the Ivies because they'd be brilliant in humanities but borderline failing math or vice versa. Then around 2012-2015 when it became clear the Ivies were gutting the full pay UMC kids from private schools and affluent suburban publics in the name of diversity, Chicago cleverly set its sight on this cohort and has done extremely well.
Big state flagships anywhere have improved drastically in public perception.
Southern state universities.
