For basically all of human history, pretty much no one ever travelled above 35 mph. Why are you so special that you can't be restricted to 35?
Deal starts wherever you are right now, unless you're already currently in a vehicle going above 35, in which case can have until you reach your destination. I'm on Tremont Ave.

If I am in a space rocket or maybe a private jet and I walk to the window to look out, I am not moving more than 35mph, however, my private jet is. Win? Profit? Oh, I think so.

C+p from Chat GPT:
No. An ordinary trip and fall wouldn't get you anywhere close to 35 mph.
35 mph is approximately 51 feet per second. To reach that speed through gravity alone, you'd need to fall about 41 feet vertically.
Here's what happens with different vertical falling distances, assuming freefall from rest:
When you trip while walking, your center of mass typically falls only about 2–3 feet before you hit the ground. Your head might travel farther, but nowhere near 41 feet.
Even if you were running at 10 mph when you tripped, the combination of your forward speed and downward acceleration wouldn't ordinarily approach 35 mph.
There's an interesting implication for the $7 million hypothetical: Ordinary falls aren't much of a concern under the speed rule. Falling off a roof, however, could be instantly fatal before you hit the ground.
One wrinkle: if the hypothetical measures the instantaneous speed of any part of your body, rather than the speed of your body as a whole, things get more complicated. Your hand or foot can briefly move much faster than your torso during ordinary activities.

not a chance. you basically can't travel anywhere. no motorized transportation legally stays under 35 mph. no private cars, public transit. if you're in the city, you can't go to the country. if you're in the country, can't visit the city.
you're restricted to walking and biking and can't go down steep hills on your bike

What's wrong with walking and biking? You'd probably be better off if you only walked and biked to get around. And you can drive, you just need to keep it under 35.
